Spanish consortium scores highest in technical and economic aspects at California high speed rail tender




California High Speed Rail Authority has published the scores obtained by the four contenders for the contract of California’s high speed rail line, in which the Spanish consortium, with Globalvia as a partner and Adif and Amtrak as sole subcontractors, has obtained the highest score in both technical and economic areas.

The group led by German Railways (Deutsche Bahn, DB) has achieved the highest rating in the oral presentation of the proposal, enabling it to place itself ahead of Renfe in the provisional total score, which will be analysed by California Authority’s Board of Directors in order to choose the final winner.

Renfe has scored 478.5 points in the technical rating, 6% more than its direct follower, the DB consortium; while in the economic rating the Spanish consortium has reached an advantage of 38%, scoring 82.06 points against the 59.52 points of the German consortium.

The tender process included a last phase of presentation of the offer that took place at the Authority offices on the 3rd and 4th of October, and whose weight in the global score is 35%. In the evaluation of this last phase, the offer led by Renfe scored 215 points against the 305 points scored by DB.

The other two groups that submitted a bid, First Group in alliance with Ferrovie dello Stato Italia scoring a total of 545 points and China Railways scoring 471.77 points, were both very far from the scores obtained by Renfe (775.81 points) and DB (815.87 points).
