Adif and Adif Alta Velocidad receive six applications to operate liberalized rail services



Adif and Adif Alta Velocidad received six framework capacity applications to operate passenger rail services from December 14th 2020, following the liberalization of this type of traffic on the Rail Network of General Interest (RFIG).

The procedure established by Adif and Adif AV to make liberalization of commercial passenger rail services a reality in December 2020 expects interested companies to be able to request capacity on any line of the RFIG. However, analysing the available resources, Adif and Adif AV have prioritized the formula of the Framework Capacity Offer to allow operators to access the main high-speed lines.

The framework capacity is represented with a reference structure of three packages (A, B and C) according to the number of slots or train paths per day. If it is not possible to accommodate all capacity applications received, priority will be allocated according to the greater intensity in the use that will be given to the corridors in question over a period of up to 10 years.

By doing so, the aim is to encourage the entry of new operators that do not currently have available rolling stock. The three-package structure makes it possible for at least three railway undertakings to operate optimally. In any case, the CNMC must previously approve any framework agreement.
