The study seeks to analyze and define key aspects of the railway project's bidding guidelines, including engineering, demand and social assessment, expropriations, citizen participation, environmental impact, business model and risks, as well as the legal framework that will govern its implementation, among other aspects. The planned route will make use of existing infrastructure. The first phase covers the section between Quinta Normal and El Salto. 

This project joins those that Ineco has developed in Chile, where it has provided detailed engineering and specialized consulting for the rehabilitation of the NS74 trains for Santiago Metro. Additionally, in collaboration with WSP, Ineco has developed the new technical railway standards for the State Railway Company (Empresa de Ferrocarriles del Estado, EFE).
