The project has been awarded to Budimex, part of Ferrovial, which holds a 75% stake in the consortium, and the Austrian company PORR, which holds the remaining 25%. Works include complete renovation of the track, structures and systems, as well as coordination with the existing network.

The works will be carried out on three sections totalling 103 kilometres, which form part of the Rail Baltica project. This network will connect Estonia, Latvia and Lithuania by high-speed rail. The aim of this upgrade is to increase speeds to 200 kilometres per hour, and to standardise the high-speed route through the Baltic countries, where speeds of 250 kilometres per hour will be reached.
